We have an important update to share in the fight to protect animals from cruel commercial breeding operations.

The Humane Pet Store Bill (HB 131) has passed the Delaware House Health and Human Development Committee and is now heading to the House floor for a vote.

We have been working with Representative Kim Williams for several years, with the collaboration of the Office of Animal Welfare (OAW) and all Delaware shelters, the bill is moving ahead.

This legislation will prohibit the retail sale of dogs in Delaware pet stores, farmers markets and auctions. A critical step to stop the flow of puppies, and in some cases kittens, from inhumane puppy (and kitten) mills and drive the market toward humane sources like shelters, rescues, and responsible breeders.

Many local and national pet supply stores have made it their own policy not to sell dogs and cats but instead to partner with shelters and rescues to adopt rescues into loving homes, including our long-standing partners Petco, Concord Pet, Pet Supplies Plus, and other pet supply stores such as PetSmart. We are grateful for their leadership.

Across the country, similar legislation has reduced the demand for puppy mill puppies and protected families from the heartbreak and unexpected costs of buying sick animals bred in poor conditions.
